Creating a AR experience without VPS points

We’re developing a project where people can leave their own point of interests. but for instance, rotate them and place them next to a building. There are very little VPS points in the places we want to do this (we want to do it everywhere). Can we use Niantic Lightship Maps for this? And how accurate is it? If you place something in camera view, can we translate it to a pretty accurate lat / lng? (for web btw)
